ShiftLedger calculates state withholding only in states with a live, sourced module — see State coverage on the Run Payroll screen. A state that is not live yet cannot run payroll; nothing is ever guessed.
For your owner sign-in. Changing it signs out every other device; this one stays signed in.

This business still has 0 sample worker(s) from the demo, with their punches, shifts, and timesheet approvals. Clearing removes them for good — your real workers are never touched. If a sample worker is already on a finalized payroll run, the clear is refused so finalized history stays intact.

State withholding answers
Copied from the worker's state withholding form — the same answers they can enter themselves during self-onboarding. Leave a field blank if the form does not have it.
Quick classification check — answer honestly:
Approved timesheets become pay — gross, withholdings, net, the bank file, and pay stubs. Only approved timesheets are paid; anyone with hours who isn't approved is listed as excluded, never silently dropped.

Routing number and EIN are stored only to build the NACHA bank file and are shown masked (last 4) after saving. You can calculate and finalize payroll without them — only the bank-file download waits. SUTA is tracked for reports only — it is never withheld from anyone and never goes in the bank file.
Every rate comes from that state revenue department's own employer guide — no assumed rates, ever. A state that is not live yet cannot run payroll.
